On Wednesday, February 22, 2012 the Commissioners of Ledgeview Sanitary District #2 held a meeting with Village of Bellevue officials to discuss the process of delinquent special assessment payments and development issues within the CTH GV to Bower Creek area. The meeting took place at the Village of Bellevue Public Safety Building located at 3100 Eaton Road.
Present were Steve Jauquet, Ken Geurts and Dennis Watermolen. Also present were Clerk/Treasurer Luann Pansier and Town Clerk/Administrator Sarah Burdette from Ledgeview, and, Administrator Aaron Oppenheimer, Clerk/Treasurer Karen Simons and Director of Public Works Bill Balke, from the Village of Bellevue.
Pansier opened the meeting with introductions at approximately 1:30 p.m. and then went on to explain that Parcel B-318 has a large sum of special assessment interest that’s been applied to the 2009, 2010 and 2011 tax rolls, which remain delinquent. Bellevue has paid Ledgeview the 2009 and 2010 amounts totaling $55,788 and feel they should be reimbursed because our agreement states “Upon collection...Bellevue is to pay Ledgeview...”. Pansier and Simons agree but do not feel they’re the ones to decide who gets the interest and penalty amounts accruing at the County on these delinquencies. That amount currently totals $16,178.37.
Pansier went on to say that the County Treasurer will start foreclosure proceedings upon this parcel in fall if the 2009 taxes are not paid. If the County takes over the property, they will put it up for sale but cannot guarantee enough revenue will be generated to cover anything over the “tax portion” as that’s all the County is concerned in recouping.
Oppenheimer made the suggestion that Ledgeview could make Bellevue whole again by reimbursing the 2009 and 2010 amounts paid to Ledgeview in advance of collection, plus interest at an average rate that Bellevue would have generated from their bank. Then any possible penalty and interest that may come from the tax roll, would go completely to Ledgeview. All agreed.
Therefore, Ledgeview Sanitary District will reimburse the Village of Bellevue the 2009 and 2010 total of $55,788 plus interest which Simons will pass on to Pansier. Also, with this issue taken care of, Bellevue will pay up the Public Fire Protection and In Lieu of Tax that was due to Ledgeview in December of 2011, plus outstanding assessments on the 2011 tax roll other than the ones placed on B-318.
Neither Bellevue, nor Ledgeview, has any information regarding potential developments that may occur in the near future within this area. Ledgeview Sanitary District may contact the owner of B-318 to discuss his intentions.
